The cheapest way for the cheapest cheapskates (ie us) to make phonecalls is to go into a phone office where a woman sits behind a counter and you prepay.. then you tell her the number and she dials and eventualy she points to one of the phonebooths in the room. You run over and pick it up and if you're lucky you might talk to the person you expect. Of course, you could just go get a phone card and use it at any of the many phone booths, but for some reason that's more expensive.
